Service members, veterans and their dependents seeking to use their VA benefits at National Park Community College should complete all the necessary paperwork for admission and financial aid, but should contact the VA representative in the Financial Aid Office (Ruben Flores, firstname.lastname@example.org, 501-760-4151 or 501-760-4123) prior to enrolling in classes. Individuals using Veterans Administration benefits are required to follow their chosen degree plan. They should also be aware that dropping a class during a semester will affect their benefits and should discuss this situation with the VA representative prior to dropping a class. In most instances, if courses completed with a passing grade (D or better) are taken again, they will not qualify for benefits.
Please meet with the Registrar about converting military training into college credit hours.
There are a variety of Veterans Administration (VA) programs established to assist military personnel and veterans with acquiring an education. All military personnel and veterans may be eligible for VA benefits. It is important, therefore, that military personnel and veterans become familiar with VA programs and their eligibility requirements so that they can take advantage of educational programs available to them.
Students must contact the appropriate VA office to establish eligibility to receive VA benefits. National Park Community College will certify your enrollment. This enrollment must be in a "VA Approved" program to receive VA benefits. Therefore, students should follow these steps to receive VA benefits:

3) Submit other required documents
1. Certificate of Eligibility (VA sends this after VONAPP is submitted)
2. Notice of Basic Eligibility (current service members)

Students should contact the VA representative in the Financial Aid Office once the application for benefits and registration for the college is completed. The Veterans Services Office will then issue a Verification of Enrollment (VA Form 22-1999) via VA ONCE to inform the VA that the student is enrolled at NPCC and is requesting benefits payments.
Chapter 33 - Post 9/11 GI Bill
The Post 9/11 GI Bill provides financial support for education (tuition and fees) and housing to individuals with at least 90 days of active duty service on or after September 11, 2001, or for individuals discharged with a service-connected disability after 30 days. You must have received an honorable discharge to be eligible for the Post 9/11 GI Bill. Your benefit will be based on your length of active duty service.
Approved training includes both undergraduate and graduate degrees. Additionally, tutorial assistance, and licensing and certification test reimbursements are approved under the Post 9/11 GI Bill.

Transfer of Post 9/11 GI Bill Benefits to Dependents (TEB)
Service members in the Post 9/11 GI Bill program are able to transfer unused educational benefits to their spouse or children effective August 1, 2009.
Details about the TEB program are available on the Department of Defense website. To apply, you must complete VA Form 22-1990e, Application for VA Educational Benefits.
Chapter 30 - Montgomery GI Bill - Active Duty
To qualify for Chapter 30 benefits, you must have entered active duty on or after July 1, 1985 and made contributions to the Montgomery Fund while on active duty. A monthly benefit is paid to students based on the training time and/or training program. You may receive up to a maximum of 36 months of benefits under this program. Veterans have 10 years from their discharge date to use the benefits.
If you are enrolled in Chapter 30, you have the option of exhausting your entitlement, then obtaining an additional 12 months through Chapter 33 for a total of 48 months of entitlement. To do this, contact the VA at 1-888-442-4551 to determine when your entitlement exhausts, the best time to apply for Chapter 33 and when to specify for your Chapter 33 benefits be effective. When you complete the VA form 22-1990 state in the "Remarks" section that you wish for this benefit to be effective after your Chapter 30 benefits are exhausted.

Chapter 31 - Vocational Rehabilitation
This program is designed to assist veterans with service-connected disabilities obtain and maintain gainful employment that is consistent with their interests, aptitudes, and abilities and that can be supported through the current labor market. This chapter provides financial support for education (tuition and fees) and housing to individuals.
•Veterans who have received, or will receive, a discharge that is 'other than dishonorable'
•Have a service-related disability rating of at least 10% or a memorandum rating of 20% or more from the Department of Veteran Affairs
•Is in need of vocational rehabilitation due to disability and employment handicap
Facts about Chapter 31
•Entitlement to services is determined on an individual basis following an evaluation of the veteran's unique interests, aptitudes, education, work experience, and vocational abilities
•Vocational Rehabilitation may be provided for up to 48 months
•An eligible veteran generally has 12 years from the date they are notified of entitlement to VA compensation in which to use these benefits
•VA may approve an extension of time and/or length of training in certain cases
•Entitlement to Chapter 31 does not guarantee approval for training or any desired training program
•Chapter 31 does not have to approve Chapter 30 approved training facilities

Chapter 32 - Veteran Educational Assistance Program (VEAP)
The Post-Vietnam Veteran's Educational Assistance Program provides education and training opportunities to eligible veterans and active duty personnel who contributed to the program while on active duty. This chapter provides financial support for housing to individuals.
You may be eligible for education benefits if you entered active duty for the first time after December 31, 1976 and before July 1, 1985. While serving, you enrolled and contributed to VEAP and have at least 3 months of contributions available. Benefits end 10 years from the date of your last discharge or release from active duty.
Chapter 1606 - Montgomery GI Bill - Selected Reserves (MGIB - SR)
If you are a member of the Selected Reserves, you may be eligible for this program. The Selected Reserves includes the Army Reserve, Navy Reserve, Air Force Reserve, Marine Corps Reserve, Coast Guard Reserve, Army National Guard, and the Air National Guard. You must have a six-year obligation to service in Selected Reserves and have completed basic training.
A monthly benefit is paid to students based on their training time and/or training program. You may receive up to a maximum of 36 months of benefits. Veterans have 14 years from the date you became eligible for the program in order to use the benefits.

Chapter 1607 - Reserve Educational Assistance Program (REAP)
REAP provides educational assistance to members of the Selected Reserve (Sel Res) and Individual Ready Reserve (IRR) who are called or ordered to active duty in response to a war or national emergency. You must have served on active duty on or after September 11, 2001 for at least 90 consecutive days to be eligible. If you became injured or have an illness incurred or aggravated in the line of duty and are released from active service before completing 90 consecutive days, you may also be eligible. A monthly benefit is paid to students based on their training time and/or training program.
The educational assistance allowance is a percentage of the Montgomery GI Bill Active Duty rate based on the number of continuous days served on active duty. If you are released before 90 days for a disability, you will receive the 40% rate. You may receive a maximum of 36 months of this benefit.

VETERANS RETRAINING ASSISTANCE PROGRAM (VRAP)
Congress passed, and the President has signed into law, the VOW to Hire Heroes Act of 2011. Included in this new law is the Veterans Retraining Assistance Program (VRAP). VRAP offers up to 12 months of training assistance to unemployed Veterans.
The VRAP offers 12 months of training assistance to Veterans who:
•Are at least 35 but no more than 60 years old
•Are unemployed on the date of application
•Received an other than dishonorable discharge
•Are not eligible for any other VA education benefit program (e.g.: the Post-9/11 GI Bill, Montgomery GI Bill, Vocational Rehabilitation and Employment Assistance)
•Are not in receipt of VA compensation due to employability
•Are not enrolled in a federal or state job training program
The program is limited to 45,000 participants from July 1, 2012, through September 30, 2012, and 54,000 participants from October 1, 2012, through March 31, 2014. Participants may receive up to 12 months of assistance equal to the monthly full-time payment rate under the Montgomery GI Bill–Active Duty program (currently $1,473 per month). DOL will offer employment assistance to every Veteran who participates upon completion of the program.
Participants must be enrolled in a VA approved program of education offered by a community college or technical school. The program must lead to an Associate Degree, Non-College Degree, or a Certificate, and train the Veteran for a high demand occupation.
